Jim Bertram currently holds the position of Director of Public Safety for the Greater Toronto Airports Authority (GTAA). He is the former Chair of the Canadian Airports Council (CAC) Security Committee and an active member of the Public Safety and Security Steering Committee of ACI-NA (Airports Council International – North America). Jim is a member of both the Canadian and Ontario Chiefs of Police, and was most recently reappointed as a member of the Government of Canada’s Advisory Council on National Security.
Prior to joining the GTAA, Jim held the position of Deputy Chief with the Peel Regional Police.

Roy Braganza

Roy Braganza is the Senior Manager of Remote Check-In at American Airlines. The horizon of check-in choices for the airline traveler was broadened with a program he helped to develop and introduce. Working with Government Federal agencies, the Coast Guard, Transportation Security Administration, and US Customs Border Protection, this program enabled the passenger to be processed while still onboard the cruise ship, at major convention centers, and an increasing number of hotel chains. In providing these alternatives, congestion was noticeably reduced at airport terminals. The success of this program has been a substantial cost savings to American Airlines since its implementation in 2005.
Prior to his current position, Roy has worked in various management positions to include airport and cargo operations, budget and cost control, consumer relations, training, customer service, sales, marketing, reservations, and ticketing. He has been with American Airlines for 29 years.

He is recognised within these sectors for his ability to identify improvement opportunities and to drive and realise operations improvement, business process engineering and strategic development projects. Paul established Transport & Logistics Consultancy in 1995. He has an impressive track record in designing, developing and optimising passenger, baggage and cargo operations for international clients including BAA, British Airways, Brussels Airport, Dublin Airport, Manchester Airport and Sydney International Airport. Before founding T&L, Paul held senior operations, industrial engineering and general management positions with aviation and logistics organisations including UPS, Australian Airlines Cargo Division and TNT. Paul has an MSc in Transport and Logistics Management.

David Bourgon

David has been on-staff with McCarran International Airport since 1993. He is the Manager of Airline Systems, which encompasses, but not limited to, Common Use Airline Systems, Flight Information Display Systems, Common Use Self Service Kiosks, and RFID tracking of all baggage flowing through Las Vegas, which is in excess of 70,000 bags daily, as well as all Service Desk and equipment maintenance functions. David is now involved with the Common Use Passenger Processing Systems group in IATA that is re-defining the Common Use Standard. David is also managing the passenger processing aspects of the new Terminal 3 project at McCarran, scheduled to open early 2012. The McCarran IT projects have been recognized, on a world-wide basis, by the Computerworld Smithsonian Program for its technological innovation. McCarran airport is the 6th busiest in the U.S. and 11th busiest in the World and is a completely common use facility handling over 48 million passengers annually.

Mr. Leonidas Daravelis is the Manager of the Telecommunications & Systems Integration in the Information Technology & Telecommunications (IT&T) Business Unit of Athens International Airport (AIA).
He holds Diploma Degree in Electrical Engineering from the University of Patras in Greece and an MSc Degree in Digital Communication Systems from the Loughborough University of Technology in UK.
He has more than 16 years experience in IT and Telecommunication industry in leading Hellenic Companies. He joined AIA in 1998, actively participated in the IT&T project management contributed to the successful airport opening (March 2001). Currently has the responsibility for the IT&T Business Unit reporting to the CEO of the Airport Company. Leading a group of over 60 high-qualified employees has the following strategic goals:
- operate the airport-wide, common use IT&T infrastructure via the "One-Stop-shop" business concept,
- anticipate to ever-evolving business conditions of the aviation industry and develop win-win situations,
- invest on a competitive skill force and innovative technologies,
- develop partnerships with stakeholders & IT providers to enforce external business growth and
- ensure convergence of technologies maximizing return on investment
He is a member of the Technical Chamber of Greece and the Hellenic Management Association.

Alaistair Deacon has been the technical authority for Real Time Engineering's Travel and Transport sector for the last 12 years.
Alaistair has been responsible for leading the design and development on many projects, including forecasting, operational management and resource allocation across all BAA airports, management of airport operational databases, management of common use and baggage solutions, aircraft height monitoring and tracking for the introduction of reduced aircraft separation, and solutions for validating the new generation of "Print at Home" boarding cards. Alaistair also provides consultancy on IT strategy and operational solutions to NATS, CAA, BAA, Eurocontrol, DfT and Ryanair.
Alaistair graduated in Electronics and Microprocessor Engineering from Strathclyde University in 1986.

Rowan Fogarty was appointed Head of Safety, Security and Operational Compliance at Dublin
Airport, in November 2006, following a career in Ireland, Belgium and the UK, with DHL and PA
Consulting. Since his appointment, Rowan has set about restructuring and updating Dublin
Airport’s approach to the management and operation of security at the airport.
Dublin is now among the 10 busiest airports in Europe for international traffic, managing an
average of 60,000 passengers and more than 600 aircraft movements every day. Investment in
infrastructure has lagged the huge increase in travellers, but that is now changing rapidly. The
Dublin Airport Authority (DAA) is investing !2bn in new facilities over the next decade to radically
improve the passenger experience at Dublin Airport. More than !1bn will be spent between now
and the end of 2009, and passengers are already beginning to see the benefits of the plan to
Transform Dublin Airport.
Rowan’s presentation will outline the varied challenges faced in the provision of effective security
in a fast growing international airport in the midst of such an extensive development programme
and the solutions considered for dealing with them.

Lee has overall responsibility for ensuring that the 33 destinations and bases all run safely, smoothly and with the best possible interests of bmibaby in mind.

In 1995, he did his PhD in the Business Administration department of the Technical University. Afterwards, he joined Kreditanstalt für Wiederaufbau, the German Exim Bank, as Project Manager Aerospace Finance. In 1998, he started as Senior Project Manager for international BOT-Projects at Fraport AG, becoming head of the Fraport group finance department a year later. In 2001, he was a member of the Fraport IPO team. 2002, he became Managing Director of Dresden Airport. As an honorary appointment, he has been President of the Dresden Convention Bureau since 2005.

Rudolf Lipold was born in Vienna in 1956. In 1984 he finished his studies at the Vienna University of Technology with a major in Civil Engineering/Transportation. He then spent five years as an expert in aviation and airport operations with the Austrian Federal Ministry of Transport. In 1989 he assumed the head of the Engineering Division at Salzburg Airport. Lipold completed his training as a professional pilot in 1990. In 1995 he took the examination to become a civil engineer. In 1997 he was granted commercial power of attorney.
From 2006 he has been nominated as an Executive Vice President Operations & Technical Services at Salzburg Airport.
From 2000 to 2007 he had also been Executive Director of Carport Park Management and since 2007 he is Chief Executive Officer of Salzburg Airport Services.

Mark was previously responsible for developing the e-Borders Business Case. In a career spanning over 20 years within the Border and Immigration Agency he has worked for border control operations at a number of ports and had extensive involvement working with air carriers and road hauliers to reduce the carriage of inadequately documented passengers and clandestine entrant.

Named Vice President, Simplified Passenger Travel and Chief Information Officer in 2005,
Kevin Molloy oversees all aspects of Information Technology infrastructure and applications at
Vancouver International Airport (YVR). He is responsible for managing relationships with
airlines, business partners and government agencies to evolve policies, procedures and
technologies to support streamlined processing for airport users.
Kevin joined the Airport Authority in 1995 as Manager, Information Technology. In this role he
managed and developed the IT team and advanced the Airport Authority’s basic IT platform to a
state-of-the-art system able to support modern applications for the opening of the new
International Terminal Building (ITB) in 1996.
Following his success with the ITB project, Kevin was promoted to Vice President, Information
Technology, where he developed a five-year strategic plan for bringing YVR to the cutting edge
of IT infrastructure and applications. Kevin’s year 2000 readiness strategy, Y2K@YVR, was a
key component of this plan and received formal recognition from IATA and the US Department
of Transport.
Under Kevin’s leadership, the Airport Authority pioneered common-use self-service kiosks to
allow passengers to access multiple airlines from one machine. Introduced at YVR in 2002,
common-use kiosks have been embraced by both passengers and airlines and are quickly
becoming the industry standard. In addition to making YVR a leader in common-use technology,
Kevin has positioned the airport at the forefront of electronic border clearance and electronic
baggage management.
Prior to joining the Airport Authority, Kevin worked with Dynapro Systems, an Allen-Bradley
company, implementing the Baan ERP System with integrated shop floor automation at
Dynapro’s Annacis Island facilities and its Milwaukee subsidiary.
Kevin has also worked as a systems consultant at Wilfrid Laurier University in Waterloo, where
he developed the first Computer Centre and PC Lab for the School of Business, and with a
large marketing company in Toronto, where he led a team that managed a database of 50-
million clients.
Before coming to Canada, Kevin was at Ford Motor Company in Belfast, where he developed
an inventory control system for dealerships across Northern Ireland.
Kevin serves on the Airports Council International (ACI) World IT and World Facilitation
Committees and was the ACI representative on the IATA Common Use Self Service
Management Group. He is vice-chair of the IATA Simplifying Passenger Travel Interest Group.
In 2000, Kevin was named Chief Information Officer of the Year by the Computer Information
Processing Society / Chief Information Officers Association of B.C.

Progressing through line and management roles at Midwest Express Airlines, Alaska Airlines, Legend Airlines, ATA Airlines, and AirTran Airways, in 2005 José was recruited by Eos Airlines in New York as the Director, Service Operations and Security. Through planning, certification, and start-up José has been responsible for all airport operations, staffing, training, policies and procedures, contract negotiations, cargo operations, security and compliance, metrics, budgeting and guest satisfaction.
The high quality of service, operational reliability and Guest satisfaction has earned Eos numerous accolades and has created a new paradigm for international air travel. During his tenure, Eos has achieved and maintained a 97% guest satisfaction rate, has been the number 1 on-time airline between London and New York (compiled by UK CAA), and maintained a mishandled baggage ratio (MBR) of less than .7 per 1000 enplanements. José is on the cutting edge in the use of technology to process guests, but most of all, he has created a unique cultural mindset which is focused on guest satisfaction. Michael J Restovich

In December, 2007, Mr. Michael J. Restovich was appointed as a DHS attaché to the United Kingdom. Prior to this appointment, Mike served as a Senior Field Executive for the Transportation Security Administration’s (TSA) Office of Security Operations, a new role designed to mentor existing Federal Security Directors and identify, hire and develop new leadership for the agency as it enters its sixth year of existence.
Prior, Mr. Restovich served as the Assistant Administrator for Security Operations at the TSA. Mike oversaw TSA’s mission to ensure that passengers entering the U.S. transportation infrastructure are screened against those who may intend harm to the United States, and that transportation carriers comply with existing security regulations. Prior to accepting that position, Mike had moved to Washington, DC to establish TSA’s Office of Transportation Sector Network Management, serving as its first Acting Assistant Administrator. He led the effort to build a resilient, robust, and sustainable network with TSA’s public and private sector partners to ensure the safe movement of passengers and promote the free flow of commerce across intermodal transportation systems. Special Assignments at TSA include serving as the Director for the Office of Law Enforcement, and helped lead the evacuation efforts in the aftermath of Hurricane Katrina.
Mike brings to the UK his “on the ground” experience garnered while serving over 3 years as the Federal Security Director for Dallas Love Field Airport, and a private industry perspective, having held key leadership posts at Asset Protection for Exodus Communications and the Network Integrity Group for MCI WorldCom in Dallas, Texas. Before joining MCI WorldCom in 1993, Mike served 22 years as a Special Agent with the United States Secret Service with assignments in several field offices around the country as well as in various protective and headquarters’ assignments.
In May 2006, DHS Secretary Chertoff presented Mike the Silver Medal, which represents achievements of marked significance to the Department, in recognition of his integrity, patriotism, and empowered leadership. A year earlier, TSA bestowed upon Mike the first John W. Magaw Values Award, for his significant contributions to the advancement of the TSA mission, while demonstrating outstanding leadership values, including integrity, innovation, and teamwork. In 2004, Southwest Airlines Chairman Herb Kelleher awarded Mike the “Freedom Fighter Award.” In 2003, Mike’s organization at Dallas Love Field was one of only two airports in the Nation to receive TSA’s First Annual Gold Medal Award for organizational achievement. Mike is also a 2002 recipient of the Secretary of the Department of Transportation’s 9-11 Medal for meritorious service in the wake of the events of September 11, 2001. In addition, Mike holds “plank holder” status at TSA, an honor reserved for those key individuals first tasked with “standing–up” a new Federal agency.
Mike earned his BS in Criminal Psychology from Northwestern State University and is a member of the Joint Terrorism Task Force; International Chiefs of Police and the Association of Former Agents of the United States Secret Service.

David Taylor is Senior Product Director for ARINC's Airport Systems. David is the Global Product Manager responsible for strategizing, coordinating and promoting ARINC's Airport Systems products and services worldwide. David joined the aviation industry in 1968 as an Avionics Engineer with BOAC at London Heathrow before becoming an Airline Pilot with British Airways based at London Heathrow, and then Operations Systems Superintendent for BA's operations control systems. David moved to the United States in 1984 where he was Director of MIS, and then Vice President of Technical Support with VM Software, a mainframe operating system software utility manufacturer. Since 1989 David has worked with ARINC, as Service Director for Air/Ground Services, Technical Director for ARINC Korea, Program Manager for Airport Systems Integration, and Director of Proposals for Airport Systems. David is qualified as an Airline Pilot, an Electrical & Electronic Engineer, and holds a Master of Science in Business Administration from Boston University. David is a Certified Member of the AAAE (American Association of Airport Executives).

Mr. Wegner started his career with Siemens as a service engineer for industrial computing and networks and gathered more than 20 years of experience in the field of services in different positions, such as Regional Business Manager Europe, Africa and Middle East. As one of the co-founders of the Business Based Services concept of Siemens he is dedicated to promoting this well-known approach in industry also throughout the logistics community.

Parker McClellan is the Senior Director of Airports for the Greater Orlando Aviation Authority. He assists in the day-to-day operations and management of Orlando International and Orlando Executive Airports, which is a 24/7 operation with nearly 500 employees or contractors in his areas of responsibility.
Mr. McClellan is responsible for monitoring operations in key airport areas ranging from airfield operations to terminal operations. He oversees a variety of contracts, including, but not limited to parking management and shuttle bus management. Mr. McClellan is also responsible for the development and implementation of the Airports Crisis Management Programs and develops and implements policies and procedures to ensure safe and efficient operation of the Airport Systems.
Mr. McClellan has served in numerous positions in aviation management for 25 years. He received a Bachelor of Science degree in Air Commerce and Transportation Management from the Florida Institute of Technology and a Master of Business Administration from Embry Riddle Aeronautical University. He is an American Association of Airport Executives - Accredited Airport Executive, former President of the Southeast Chapter of the American Association of Airport Executives and a member of the Florida Airports Council. He has served on numerous committee and advisory councils for the betterment or improvement of airports and their operation and management. Mr. McClellan is also a licensed pilot.

Paul I. Weinmann has more than 30 years of experience in the field of international aviation security. His current position is Manager of the ICTS Europe Training & Professional Support Department, which caters both to the company’s eleven thousand employees as well as to its clients, air carriers as well as airports. Mr. Weinmann has been part of the ICTS management team since 1987, holding various senior positions, among them: Project Manager, Station Manager, Operations Manager and Subsidiary Manager.
Mr. Weinmann has garnered a worldwide reputation as a lecturer and trainer in aviation security. His expertise ranges from Passenger Security and Cargo Security, to Airport Security, Quality Assurance, Security Auditing, Aviation Security Consultancy and Planning, and more. Since 2000 he has held a guest professorship at the Government of China Border Police Academy in Lang-Fang. Over the past ten years, Mr. Weinmann has conducted more than 40 security audits at Western and Eastern European airports, and is proud of having imparted security know-how and skills to thousands of aviation security agents, supervisors and managers.
The geographical range of Mr. Weinmann’s activity in the field of aviation security is truly global and embraces over 40 airports from Hanoi and Manila in the East, Panama City in the West, Helsinki in the North and Cape Town in the South. Mr. Weinmann has served as consultant on aviation security to a dozen airlines, several airports and to various governmental organizations.
Within the ICTS framework Mr. Weinmann is responsible, among other areas, for the development of training policies and training programs. He dedicates much of his skills and time to the development of state-of-the-art computer-based training (CBT) programs, in collaboration with ICTS Systems, the ICTS Europe subsidiary dedicated to the development of technological solutions for the aviation security sector.
Mr. Weinmann holds a degree in Linguistics from Zurich University, and speaks seven languages fluently.
